Ireland: EPA turns down oral hearing request on Corrib gas project licence

The Environmental Protection Agency (EPA) in Ireland has turned down requests for an oral hearing into a revised licence sought by Shell E&P Ireland for the Corrib gas project in north Mayo.

Après la transmission, en 2013, des données du Livre rouge de la flore menacée de France et des données relatives aux plantes messicoles, la Fédération des Conservatoires Botaniques Nationaux (FCBN) vient de transmettre au Muséum national d’Histoire naturelle (MNHN) un nouveau lot de plus de 21 millions de données, issu du réseau des CBN. Cette organisation, fondée sur la définition des rôles de chacun des partenaires et la mutualisation de compétences, est déployée en respectant les principes issus de la convention d’Aarhus, de la directive européenne INSPIRE et du Système d’Information sur la Nature et les Paysages (SINP).

Defra's data reserves will be released to create opportunities for people in the UK making their living from food, farming and the environment. The Environment Secretary will say that over the next year, virtually all the data Defra holds—at least 8,000 sets—will be made freely available to the public, putting Britain at the forefront of the data revolution. New data releases will include: - Imagery from the Copernicus satellite system that can pinpoint which places have the best soil and microclimates to grow grapes for sparkling wine, detect live if a ship is acting suspiciously in a marine conservation zone, or assess the health of crops and chart their performance under different conditions from space. - Real-time air quality and river level readings, beach cleanliness measurements and the records of the National Biodiversity Network which charts plant, animal, bird, insect and invertebrate numbers across Britain and has just logged its hundred-millionth record.

UK: Friends of the Earth Cymru has to pay Welsh Government £10,000 after failed M4 Relief Road judicial review challenge

Friends of the Earth Cymru has to pay the Welsh Government £10,000 after losing a judicial review it brought in a bid to block plans for a new M4 Relief Road in South Wales. The Welsh Government incurred significant legal costs after the environmental group sought to derail its draft plans for a £1bn new stretch of motorway south of Newport on environmental grounds. However, having lost the review earlier this year, it now has a pay a small contribution to offset the Welsh Government’s huge legal defence bill.

A five-judge Supreme Court has unanimously rejected arguments by the National Assets Management Agency that it is not a public authority subject to freedom of environmental information requests.

ICEDA*, ces 5 lettres sans doute mystérieuses pour la plupart des habitants de l'agglomération lyonnaise, cachent en fait le nom d'une future poubelle atomique mais aussi la future plaque tournante du trafic des déchets nucléaires sur la commune de St Vulbas (située à 30 km du centre de Lyon et à peine 60 km à vol d'oiseau de Genève). Elle doit accueillir sur la commune de St Vulbas les déchets les plus radioactifs du démantèlement des réacteurs nucléaires comme la cuve de Brennilis dont le débit de dose est estimé en centaine de Sievert par heure. Une dose reçue de 6 Sieverts entraîne la mort.

MEPs in the European Parliament are due to vote on a new Trade Secrets Directive which critics say threatens people and the planet by letting companies keep information on the health and environmental impact of their operations secret, and sue anyone who reveals it. According to lawyers at ClientEarth, the new law has been moulded by corporations like Michelin and lobbyists Business Europe, among others, with almost no input from organizations working to protect public health.

The new Trade Secrets Directive is meant to protect businesses from industrial espionage. But it will muzzle whistleblowers on public health and environment issues becuase it puts journalists, scientists and public authorities at risk of being crushed in court by corporations, writes James Thornton. By law, the Aarhus Convention should prevail over the Trade Secrets Directive. However, with no reference to the Aarhus Convention in the directive, public authorities can play it safe by simply refusing to disclose business information. In contrast to the potential penalties in the Trade Secrets Directive, public authorities do not risk paying out damages when they withhold information in breach of access to information laws.

Et bien sûr en fournissant un gros effort de transparence : ce sont là quelques-unes des propositions pour l’amélioration de la démocratie environnementale qui ont été remises à la ministre de l’écologie, Ségolène Royal, le 3 juin.

Le projet autoroutier d'ASF sur l'échangeur de Bages entre A9 et A61 suscite des interrogations. Vinci Autroroutes prévoit en effet pour le premier semestre 2016 de démarrer un vaste chantier de réaménagement de cet important noeud autoroutier entre les flux venant d'Espagne, de Toulouse et de Montpellier pour améliorer la sécurité des usagers, notamment l'arrivée venant de Toulouse en direction de Narbonne et une meilleure distribution des voies d'accès dans l'autre sens. The top three countries are all former Soviet states—Lithuania, Latvia and Russia. Many of their relevant national laws were enacted as part of democratization reforms in the 1990s and the United Nations Economic Commission for Europe’s (UNECE) legally binding Aarhus Convention on access to information, public participation and access to justice in environmental matters. Lithuania and Latvia have both ratified this convention and strengthened their legislation after doing so, such as Lithuania’s amendments to its Law on Environmental Protection and Latvia’s passage of its Environmental Protection Law.

Moldova: Updated guide with provisions of Aarhus Convention

A number of environment nongovernmental organizations of Moldova, in partnership with the Federal Environmental Agency of Berlin, compiled a guide with recommendations for servants of the local and central public administration with responsibilities in the area of environmental policies, which must be adjusted to the provisions of the Aarhus Convention that was ratified by Moldova’s Parliament in 1999.

Après les milliers de publications rapportant les effets sanitaires néfastes d’éoliennes, Patrick Evans, Supervisor du Comté de Brown, dans le Wisconsin, avait alerté l’autorité sanitaire en réclamant l’ouverture d’une enquête sur les éoliennes en mars 2010. La conclusion de cette étude est sans appel (p 7 du rapport) « Les quatre cabinets acoustiques considèrent qu’il y a suffisamment de preuves pour classer les basses fréquences et infrasons éoliens comme un problème grave pouvant affecter l’avenir de la filière. »

France: Risques industriels majeurs : l'information du public pose question

La directive Seveso 3 a pour ambition d'améliorer l'information du public sur les risques d'accidents majeurs. La protection du secret industriel et la sûreté rendent toutefois les industriels réticents. Outre la modification de son périmètre d'application, l'une des principales modifications apportée par la directive Seveso 3, qui entre en application ce 1er juin, concerne l'information du public. C'est d'ailleurs sous cet angle que la Commission européenne avait choisi de communiquer en août 2012 juste après la publication du texte. "La directive Seveso III se traduira par une meilleure protection des citoyens et de l'environnement contre les accidents majeurs. Elle supposera également que les citoyens seront mieux informés et participeront davantage aux décisions concernant l'aménagement du territoire", avait déclaré Janez Potoènik, le commissaire à l'Environnement.
